Staff can start enrollment, but the resident gives consent themselves, on paper, by phone, or on screen. Pending rows stay pending until that happens.
The portal does not lock phones, wipe devices, or touch resident funds. Device level enforcement is a Phase 2 capability gated behind a named security owner and a tested failsafe.
